Ultimately, to get "toned" you need to strength train and put on at least some muscle.

If you are skinnier than you would like to be, increase your protein intake to 1 g per lb of bodyweight and start strength training. Eat calorie-dense foods so you don't have to eat as much volume.

If you have more bodyfat on you than you would like, then eat fewer calories, but keep protein above 1 g per lb of bodyweight, and still put an emphasis on strength training (not cardio).
